Human Resources Manager

Salary Grade: 75 ($48,494 - $75,165)

 

Anson County is seeking an experienced Human Resources Manager.  With an estimated population of 26,948, Anson County is located 50 miles southeast of Charlotte.


Description of Work – The successful candidate will perform administrative and professional work in directing the human resources systems and programs for the County. Work involves planning, organizing, developing, and implementing a variety of personnel programs in cooperation with managerial levels in the organization. Work includes developing policies and programs, researching professional journals and materials, and planning for the implementation of effective human resources systems and practices with department heads and employees.  Functions include recruitment and selection, benefits communication, property and liability and worker's compensation.  Also involves employee compensation, training, and relations.  Work requires an understanding of the laws and regulations affecting the human resources management field, considerable judgment and initiative in the development of programs and policy interpretation and application, and sound judgment in maintaining confidentiality regarding personnel actions.  Work is performed under the general supervision of the County Manager and work is evaluated by discussion, reports, observation, and feedback from managers and employees.

Essential Duties and Tasks


  • Advises the County Manager and departments on human resources related laws and issues; confers with department heads on policy issues and interpretation; advises employees on personnel policy and program matters.     
  • Works closely with departments on employee relations and recruitment and selection issues providing consultation on policy, effective and modern practices and legal requirements where applicable.
  • Advertises for vacancies; screens applications and refers to departments; participates in interviewing and selection processes. 
  • Files information for Worker’s Compensation claims; monitors employee absences and return to work.
  • Maintains employee personnel files documenting personnel actions.
  • Orients employees to County policies and practices; enrolls employees in benefit programs and assists in applying for benefits.
  • Arranges training on safety and work related issues.
  • Broker contracts for employee health insurance and supplemental insurance coverage. 
  • Develops and recommends human resources programs and policies; researches existing and new programs for alternative and innovative proposals.
  • Develops and implements mechanisms to monitor and track FMLA.
  • Conducts exit interviews with departing employees.
  • Prepares operating budget for HR Department.

 Knowledge, Skills, and Abilities – The successful candidate will demonstrate considerable knowledge of:


  • The theory, principles and practices of personnel administration including the functional areas cited above;
  • The laws, rules, and regulations that apply to personnel policies and practices in the public sector;
  • The trends and modern technology now being implemented in the fields.

 

The successful candidate will also have the ability to:


  • Establish and maintain an effective central human resources program and to provide management with costs projections, statistical trends, and personnel accomplishments;
  • Develop long term plans and goals for the human resources program;
  • Analyze facts, programs, and benefits costs and make recommendations and reports in oral and written forms;
  • Maintain the confidentiality of personnel records and discussions;
  • Ability to establish and maintain effective working relationship with officials, department heads, line supervisors, employees, and the general public.


Minimum Training and Experience RequirementsGraduation from a two year college, preferably a four degree in personnel, business or related human service field and several years progressively responsible experience in human resources management, preferably including some supervisory experience; or an equivalent combination of education and experience. PHR, SPHR or GPHR certification preferred. 


Criminal background checks will be conducted on final candidates.  Pre-employment drug test also required.
