Emergency Medical Services and Safety Director

Salary Grade 73: Minimum $45,753, Maximum $67,542

(Hiring Rate:  $43,575)

Reporting to the County Manager, an employee in this class is responsible for planning, organizing and coordinating the emergency medical services and safety activities for the County.  The EMS director is in charge of all aspects of the EMS department including personnel, training, equipment, developing relationships and contracts with other emergency medical and rescue providers, developing and managing the EMS budget and advancing the long range plans for the department. The EMS director also directs EMS billing, and responds as a Paramedic to emergency medical calls both to evaluate services and to provide basic life support at the paramedic level. 

Work involves a broad scope of public contacts, a variety to technical and detailed knowledge, and considerable independent initiative and judgment.  The employee is subject to hazards in the emergency management work including working in both inside and outside environmental conditions, extreme temperatures, hazardous fumes, dusts, odors, mists, and gases. 

Essential duties and tasks

·         Assures that EMS protocols and procedures meet medical needs and national standards of care.

·         Supervises departmental staff and directs hiring, training, certification, evaluation and disciplinary actions.

·         Prepares departmental budgets, maintains accounts, purchases equipment and supplies and performs other administrative duties as needed.

·         Serves as chair of the County’s safety committee and co-chair of the wellness committee.

·         Serves as the backup to the director of Emergency Services.

Physical requirements

Employee must be able to perform basic life functions of climbing, balancing, stooping, crouching, reaching, walking, pushing, pulling, lifting, feeling, fingering, grasping, talking, and hearing.  Employee must be able to perform very heavy work exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.  Must possess visual acuity necessary to prepare and analyze data, for extensive reading and work with figures; to operate a computer, to use measuring devices, to operate a motor vehicle; and to determine accuracy and neatness of work.

Desirable Education and Experience

Candidate must be a graduate from a community college or technical school with a two year degree in emergency medical services or a related field and considerable emergency services and safety experience; or an equivalent combination of education and experience.

Special Requirement

Possession of certification by the NC Office of EMS as an EMT-Paramedic and NC driver’s license are requirements, and credentialed as an NC EMS Level-2 Instructor is preferred.   Selected candidate must maintain a primary residence in Anson County.
